What Is the Site Compliance Certificate?
The certificate used to verify an existing emergency lighting installation where no valid completion certificate is available, based on the model certificate in Annex K of BS 5266‑1:2016.
Establishes compliance without paperwork
Many buildings have working emergency lighting but no completion certificate — often systems installed to an earlier edition of BS 5266‑1, or where the original documents were lost. The site compliance certificate lets a competent person verify and document that the existing installation complies, so the responsible person has evidence for the fire risk assessment.
Backed by a 35‑point checklist
The certificate is supported by the Annex L compliance checklist — 35 items across system design and documents, emergency luminaires, test facilities, wiring and equipment, and a final declaration. Each carries a clause reference to BS 5266‑1.
Verification, not periodic testing
The site compliance certificate is for a one‑off verification of an existing system. It must not be used for routine periodic inspection and testing, which needs the Periodic Certificate, nor for new work, which needs a Completion Certificate.
The Certificate, Part by Part
The site compliance certificate follows Annex K in seven parts, with the Annex L checklist forming Part 5.
| Part | What it records & how to complete it |
|---|---|
| 1. Contractor, client & installation | Your trading title, address and registration; the client and their details; the installation address and occupier. Pre‑fills from your saved profile. |
| 2. Installation covered | A description of the extent of the existing installation being verified — for example "complete site‑wide emergency lighting, 42 self‑contained luminaires, verified by full 3‑hour discharge test". Required. |
| 3. Declaration of conformity | The responsible person signs on behalf of the owner/occupier, and the contractor signs to confirm the checklist, photometric design data and log book are all supplied. An optional reviewer can also sign. Names and confirmations required. |
| 4. Reference documents | Previous certificates, EICR, drawings, design data and the log book reference. |
| 5. Compliance checklist | The 35‑item Annex L checklist, grouped and clause‑referenced, each marked ✓, ✗ or N/A. The person who carried out the assessment signs. |
| 6. Deviations & recommended action | Any deviations found, with the clause number and the recommended remedial action. Marking a checklist item ✗ adds a line here automatically. |
| 7. Comments | Defects on the existing installation not covered by the certificate, and general observations. |
How to Fill It Out in Lux Meter Pro
The same form is available on iPhone and iPad in the app, and in the browser through our Cert It web app.
Start the certificate
Open Certifications, choose Site Compliance Certificate, and a certificate number is generated. Your contractor details pre‑fill from Settings.
Describe the installation
Add the client, installation address and the extent of the existing system being verified.
Confirm the documents
Tick that the photometric data and log book are supplied; the responsible person and contractor sign.
Work the 35 items
Set each checklist item to ✓, ✗ or N/A. "Fill remaining" sets the untouched items in one tap. Any ✗ drops a line into Part 6.
Record deviations
Add the recommended action for each deviation, and any comments on the existing installation.
Generate & send
Generate the PDF and email it to the client, or save and share it. It is stored against the job for reissue later.
